This seminar explored the roles, objectives, and methodologies of fact-finding missions examining alleged violations of international humanitarian law. Panelists addressed the following questions:

· In what ways have fact-finding missions developed alongside the recent growth in international criminal and transitional justice mechanisms?

· How do issues of access and mandate-limitation affect fact-finding missions?

· How do considerations of politics factor into perceptions of fact-finding missions?

· What processes and practices best ensure fulfillment of aims?

These and other questions will be considered in examining the role of fact-finding activities in promoting the rule of law in situations of armed conflict. Naz Modirzadeh, Senior Associate at the Program on Humanitarian Policy and Conflict Research, and Claude Bruderlein, Director of the Program, will host the discussion.

Panelists:

Stéphane Bourgon, Defence Counsel, International Criminal Tribunal for the Former Yugoslavia
Roy Gutman, Foreign Editor, The McClatchy Company
Nadim Houry, Senior Researcher, Human Rights Watch
Sahr MuhammedAlly, Senior Associate, Human Rights First

Additional Resources on the topic are available on the International Humanitarian Law Research Initiative portal.
