This live seminar examined the current legal and policy challenges related to humanitarian assistance operations in Somalia. A difficult context, marked by ongoing hostilities and widespread food insecurity, confront humanitarian professionals daily. The seminar addressed the following questions:

· What short- and long-term strategies contribute to effective aid distribution when facing multiple barriers to access and a highly insecure environment?

· How do issues involving governance and control of territory affect humanitarian operations?

 

These questions were examined by looking at the situation of sustained and severe humanitarian need in Somalia. Naz Modirzadeh (Associate Director of the Program on Humanitarian Policy and Conflict Research) and Claude Bruderlein (Director of the Program) hosted the discussion.
