Ordinary people bear the burden of the Palestinian-Israeli conflict and pay the highest price. Civilians caught up in armed conflict are guaranteed the right to protection under international humanitarian law. Protecting them is not a substitute for a political process but it is intrinsic to its success. How can International Humanitarian Law be used as a basis for protection? What concrete steps can be taken now to achieve increased protection for civilians through leadership by Israelis and Palestinians and with the support of the international community? What do the people on the ground want to see?
