Senior Associate



Rob leads the research for the Monitoring, Reporting, and Fact-finding project, which has entailed drafting a series of working papers and serving as the lead drafter for the HPCR Advanced Practitioner's Handbook on Commissions of Inquiry. He also conducts research on — and leads trainings for humanitarian practitioners on — humanitarian negotiation.

Additionally, he serves as an associate producer of the Humanitarian Assistance Webcast series, which he co-hosts; a contributor to the blog for the Advanced Training Program on Humanitarian Action; and a researcher, writer, and substantive and editorial consultant for e-learning tools produced by the Humanitarian Academy at Harvard.

Rob’s writing on international law and foreign policy has been published by the Journal of Conflict and Security Law, European Society of International Law Reflections, the Foreign Policy Association, Foreign Policy in Focus, and Professionals in Humanitarian Assistance and Protection. He holds an MA in Politics from New York University and a BA from Vassar College.
